The cause of the blast was unknown but the tangled wreckage of a car was outside one building and the damage appeared consistent to witnesses with that from car bombs. Police and fire officials declined comment on the cause.
The blast blew out most windows on the 17-storey building housing Stoltenberg's office, as well as nearby ministries including the oil ministry, which was on fire.

He is planning to travel and train abroad in the off season to get better and pursue his dream.
For now, he is using the experience of playing in the Philippines to toughen up.
"Here in the Philippines, there's more grabbing, and I have to go through that every single game," he said. "As a matter of fact, in the San Sebastian game [in the preseason], when the referee wasn't looking, a guy punched me in my balls!"

Ravena, meanwhile, said that he had previously spoken to American scouts about his future beyond Philippine shores. Like Parks, he dreams of making it all the way to the Association.
But he also realizes that pursuing that dream would mean leaving the comforts of Loyola Heights, which has been his home for most of his young basketball career. He said he's open to leaving if a good Division I program were to offer him a scholarship.
"Hindi ka naman siguro pwedeng mag-college dito sa Pilipinas, tapos mag-e-enter ka ng NBA draft," he said. "So kailangan mo talagang mag-college dun para makapag-NBA."
It's news that could make Blue Eagle hearts blue, but Kiefer said that the Ateneo community would understand.
"If any Division I school gets me [to play for them], Ateneo would be really proud because they were the ones who honed me," he says.
The footage shows two dogs swimming in the ocean near the West Australian town of Broome.
The dogs appear to be herding several sharks towards shore, when one suddenly ducks under the water and attacks a shark.
At the end of the video the dog emerges from the ocean and shakes the water from its fur.
There was no word on the fate of the shark.

Watsons will be selling limited edition hand sanitizers in 4 different scents that feature the UAAP teams for the duration of the basketball season.

Presidential Spokesperson Edwin Lacierda assured the public that the government was doing everything to prevent the President's SONA speech from being prematurely leaked to anyone.
"We've discussed several measures on how to avoid a leakage. It's now being finalized to make sure that what we'll be doing will not be prematurely leaked to anyone," Lacierda said.

Camille Sevilla, admits that a friction really happened between her and Marian Rivera on the last two days of shooting of "Temptation Island."
Heart says that it all started when she said in an interview she was excited to work with Dingdong Dantes, Marian's real-life boyfriend.
According to Heart, she was attacked twice, shouted at and verbally threatened by Marian.
Heart revealed that Marian told her "Papatayin ka ng mga fans ko!"
Atty. Archimedes Gonzales, meanwhile, issued this statement at the presscon: "My client has been portrayed as the assailant. This is false. She was not the assailant but the assailed. She was not the offender, but the victim... My client and I hope that after this, it will not be necessary to seek recourse in the courts."

Supsup revealed that her training includes following a strict diet to gain more weight.
“I have to drink milk twice a day. I have to eat more protein or less carbs. Pero I still eat rice. I think I’ve gained weight already. From 105 lbs, I’m now 112 lbs. They want me to gain more like siguro mga 3 lbs na lang,” she said.
Supsup said that although her training regimen is stressful, she gets through it because of the support that she receives from her friends.
“The training is stressful. But what makes it more bearable is having friends with you. Nakakatuwa. Kahit ako ang unang ipapadala, lahat sila kasama. Kasama ko sila sa Spanish class, kasama ko sila sa Portguese class, sa gym. Ang mga kasama ko sila ang nagpapagaan ng lahat ng trainings ko,” she said.
Supsup said that she is nervous and excited about the pageant.
“Yung excitement at kaba magkahalo na. But then I always tell myself na you just keep your faith and if it’s God’s will, then it will be given to you as you long as you’re ready for it,” Supsup said.

The actor-singer further revealed that he and KC will be performing in a concert together in the U.S.
“Yes. There’s a plan to do a concert in the US. I think we are doing one in California. Hindi ko lang alam kung sa San Francisco o sa LA,” Piolo said.

Ruffa Gutierrez Tweeted on July 13 that she was facing the “biggest battle” of her life. “Just received a shocking phone call. The storm I was anticipating is coming SOON.”
GMA-7 newscast Saksi also reported that Ruffa followed this up with another tweet saying she would fight for her children until the end, but the said tweet disappeared a few hours after it was posted.
Meanwhile, Yilmaz, reportedly sent an e-mail to GMA-7 News defending his side. In the e-mail, he complained about not having the freedom to see his children and asked, “How does the court make a decree in favor of Ruffa without giving me the right to defend myself and gave the guardianship right of my children to her?”
He also said he’s always provided financial assistance and even offered $2 million just to be with his children for a week. “She requested some time and, after talking to her father and mother, she did not accept this proposal,” Yilmaz allegedly accused Ruffa.
Ruffa reacted to Yilmaz's statements on her showbiz talk show Paparazzi last July 17. During the show, she revealed that she got a long email from Yilmaz. "I was just really devastated. And gusto ni Yilmaz sa kanya 'yong custody ng dalawang bata."
Ruffa adds that according to the court's decision, she has "full custody" of the children while Yilmaz has "visitation rights" in the Philippines. She says she's all right with him taking the children anywhere, as long as it's not in Istanbul, having lost trust in him in the four years since they've separated.
"Ngayon, if the kids wanna go to Istanbul, kapag malalaki na sila, they can go ahead and do whatever they want kasi adult na sila," she said, adding "But right now, I have a responsibility to protect them."
As for Yilmaz's alleged $2 million offer, Ruffa only had this to say: "Ngayon napatunayan na hindi ako mukhang pera dahil hindi ko tinanggap 'yong offer niya. Para sa akin, no amount of money can be given to me. Kailangang nasa maayos tayo. I work. I make my own living. If he wants to visit the kids, he can come here."

Aquino expresses on twitter her disappointment on Binay's interview with Philippine star columnist Millet Mananquil on the article titled "To Wed or Not To Wed: Hayden & Vicki, Junjun & Kris" which was released on July 17.
Aquino said she felt really bad and surprised over Binay's "witty" statements about marriage and separation.
"There's a quote attributed to him about marriage, separation & remarrying. I know he tried to be witty, but it offended me.
"I know that's not a reflection of his married life because from all he has shared w/ me, he & his wife Ken were exceptionally happy."
"In the 14 months since my separation, I haven't dated anybody. I thought Jun & I were friends but after what I read I've come to the conclusion a gentleman doesn't really say stuff like that especially when it can be read as 'patama' to his friend," Aquino added.
Aquino said Binay already apologized for his statement. However, she said she came to realize that it would better for them to avoid each other.
"In conclusion, nag sorry si Jun last night but I guess it's truly best for us to just avoid each other so no more talk about us," Aquino said.
